Is name calling really bullying?

Yes, if the three conditions are present that would make it bullying.  These three conditions are: 
  1. Was it intentionally mean spirited (embarrassing, humiliating or otherwise a put down)?
  2. Was there a power difference between the person doing the name calling and the person being called names?
  3. Was the namecalling repeated?

I disagree that all three of the conditions must be met. If a child is consistantly being called names by a fellow student, there isn't really a "power difference" between the bully and the bullied. It is still bullying and has all the same effects on the child. Words HURT--and the damage is hard to heal. If a classmate punches another student, or deliberately causes a physical injury, the school will deal with it and there are consequences. The physical wounds are a lot easier to heal. But, if a classmate just calls another student names, we tell the bulllied child to ignore it and the bully has no real consequences--except to be told to stop and that the language and words are "inappropriate"--but the wounds to the bullied are longer lasting, and may never really heal.
