What is the difference between bad play and bullying?

Bad play occurs when two children have a falling out of some kind, and none of the three conditions listed above are present. If two children lose their tempers with each other while they are playing and a fight results, it would only be a bullying situation if one of the children felt like s/he did not have a choice about playing with the other individual in the first place (you play with me or else).
