Is it bullying if a child gets into a fight or an argument?

No. In order for a bullying situation to occur there must be three conditions present. First, there is a desire, on the part of the bully, to inflect some king of physical or emotional pain. Second, there must be a difference in power between the individuals involved, whether it be physical power, or the power to exclude another from the social grouping. Third, the behaviour should be repeated. This is not to say that the alleged bully has to have treated the victim in the same way in the past, but the bully will likely have a history of behaving inappropriately.
